The 166-Acre Question

Conservation, housing, control, infrastructure, and the approval clock on the South Naples Citrus Grove — read from the public record, one decision surface at a time.

Regional aerial of the Naples and Collier County coast — contextual image for an East Naples land-use decision.
Regional context — Naples & Collier County. The 166-acre grove sits inland in East Naples at 341 Sabal Palm Road. A parcel-specific map is NEEDS SOURCE PULL (county GIS).

How to read this room. Every material issue carries one evidence status, applied strictly: Verified primary/loaded source · Partially verified one source, corroboration pending · Needs source pull record exists, not yet retrieved · Not yet decided the record shows no decision · Unavailable not answered in the reviewed record. Nothing here is inferred as fact.

01 · Executive ReadOne parcel, two public futures, and a clock that has not started

On May 12, 2026, the Collier County Board of County Commissioners chose not to buy and not to approve — it chose to find out what the 166.63-acre South Naples Citrus Grove is worth before deciding whether it becomes public conservation land or a 423-home development. Verified

The two paths are both stated county priorities and they point in opposite directions on this parcel: a Conservation Collier acquisition, or a residential program that carries 85 affordable townhouses. A third, less-formed concept — a golf course — has surfaced in reporting but is not confirmable on the public record. Partially verified

What the reviewed record establishes: the direction to appraise, the parcel, the competing 423-home program, and that no grove item appeared on the July 14 BCC agenda. What it does not yet answer: the appraised value, which meeting takes the decision, and whether either path advances. Those are labeled below, not guessed.

05 · Approval and Control StackThe two paths, step by step

Conservation path: appraisal + Phase 1 → LAAC recommendation → BCC vote to acquire → closing and recorded deed. Verified as the standard structure; the parcel is currently at step one.

Development path: land-use application → staff review → Planning Commission recommendation → BCC GMPA/rezone adoption → state/federal permitting (SFWMD, USACE). Not yet decided — the reviewed record shows a proposal described in reporting, not a docketed application moving through this stack.
