Real estate value is not created only by listings and comps. It is created by access, public decisions, infrastructure, entitlement, tourism demand, and civic trust. By the time a price shows up in the listings, the decision that moved it is usually months — sometimes years — old, and already sitting in the public record. The Collier value map reads those decisions first: where a road opens, where a rail corridor is released, who controls the airport, who governs tourism demand, and where a small acreage gets a redevelopment lever. This is a civic-records read — not a recommendation, a valuation, or advice.
Naples Municipal Airport — roughly 731 acres, owned by the City of Naples and leased to the Naples Airport Authority for one dollar a year on a 99-year lease running to 2068 — is the largest access node on the map. A 2026 state law, CS/HB 4005 (signed April 2026), moves the Authority's board from City-Council appointment to countywide election, with the first vote in November 2026. The City filed suit (court filing No. 2026-CA-001094) and entered Florida's Chapter 164 intergovernmental conflict-resolution process. A major airline has submitted a letter of intent for commercial service — in due diligence, not approved.
An airport is not just aviation infrastructure; it is access infrastructure. It shapes business travel, hospitality demand, emergency response, neighborhood pressure, and the value of the land along its edge. Whoever governs the field after November governs the commercial-service question — and the access it represents — which is why the governance change, not any single parcel, is the signal.
In December 2025, the county's Tourist Development Council recommended converting the visitor bureau to an independent nonprofit. The Board of County Commissioners has not yet voted, so "privatization" is a watchlist item — not a fact. It belongs on the map because the body that governs how Collier markets itself sets demand: where visitors are pointed, which seasons are filled, which corridors get promoted. Demand is the input to real estate value, and the governance of demand is a public decision moving through a public process. We are watching the vote, not asserting the outcome.
A roughly seven-mile county road extension — the Vanderbilt Beach Road Extension — is reported opening in 2026, connecting land that was harder to reach to the rest of the network and opening a new growth corridor. New public access like this changes travel time, capacity, and where growth can go, long before any development brand or sign appears. The decision is public and dated; the narrative arrives later. The gap between the dated public decision and the eventual listing is the window the map is built to see.
The Seminole Gulf (BERT) rail line is a corridor whose abandonment or railbanking — a process that runs through the U.S. Surface Transportation Board — would open a corridor-control window: trail conversion, title questions, and the possibility of public acquisition. A linear corridor is one of the few assets that can be repriced by a single federal process rather than by the market. This is a public process to watch.
