How the desk sources.

The standard

The Intelligence Desk is a public-records intelligence desk, not a news feed and not an opinion column. A signal earns a full brief only when its public record is confirmed. Until then it stays on the Watchlist as a single tracked line — named, dated, and honest about what is not yet verified.

How a signal becomes a brief

• Watch the record. Agendas, dockets, filings, authorities, permits, roads, airports, tourism, public land, utilities, and election records.
• Verify at source. Load the primary document. Quote what it says. Note what it does not say.
• Read the signal. What changed, who it affects, what the record clarifies, why it matters, and what to watch next.
• Publish only when confirmed. A Watchlist line becomes a full brief when its record is verified — not before.

Update cadence

Monitored daily. Updated when a verified public record establishes a material change.

• Automation discovers; human review verifies. Automated scans surface candidate changes across the monitored sources; a human reads the underlying record before anything is treated as real.
• Only verified changes update the public state. A radar, brief, or feed item changes when the record changes — not when a rumor does.
• Material corrections are logged. Corrections are made in place, dated, and recorded on the public corrections log.
• Rumors remain private watch items. Tips and unverified signals live on the private watch layer and publish only when a public record verifies them.
• Records are archived, and hashed where practical, so a brief can be checked against the record as it stood on its “as of” date.

Each feed item carries the date of the record it reports, not the date it was posted; the feed header shows an “as of” date so a reader always knows how current the desk is. Evidence-status labels are defined below.

Every figure on this site is supposed to tell you how much to trust it. These are the labels, defined.

Evidence-status definitions

• VERIFIED — read directly from a primary or official public record (an adopted budget, an enrolled statute, a recorded instrument, an agency document), retrieved by the desk. The strongest label the desk issues.
• PARTIALLY VERIFIED — part of the claim rests on a primary record and part on a named secondary source. The split is stated. Example: a project’s approval status verified from the city record while its dollar figure remains only reported.
• NEEDS SOURCE PULL — reported by a named outlet or party, plausible, and mapped to the primary record that would settle it — but that record has not yet been retrieved. Reported figures under this label are never summed with verified ones.
• NOT YET DECIDED — the record itself is not final: a vote pending, a docket open, an appraisal underway. The desk reports the clock, not a prediction of the outcome.
• UNAVAILABLE — the settling record is not publicly retrievable (confidential, exempt, not yet produced, or behind an unfulfilled records request). Stated as an open public-record gap, not papered over.

Source rules

• Primary and official records outrank press reports; press reports are cited by name and never silently upgraded.
• Reported dollar figures (acquisition prices, debt, project values) stay labeled “reported” until reconciled against a recorded instrument or audited disclosure.
• Unlike capital classes — acquisition price, debt, permit value, presales, public infrastructure — are never added into one total.
• Public records relied on are archived, and hashed where practical, so a brief can be checked against the record as it stood.

Public / private separation

Public findings run on public records only. Private engagements may add client-supplied documents and confidential context, but that material never enters the public ledger without authorization, and it never changes a public finding — see Conflicts & Independence. Rumors, tips, and unverified leads live on the private watch layer and appear publicly only when a public record verifies them.

The desk sells monitoring, retrieval, and analysis of the public record. It does not sell the record itself, and it does not sell its conclusions.

The independence rules

• Private clients cannot alter public findings. What the public site says is governed by the public record and the evidence standard — not by who is paying the desk.
• Paid relationships do not buy editorial control. Sponsorship of a Public Radar, a data partnership, or a white-label engagement never purchases a finding, a silence, or an emphasis.
• Confidential client data never enters the public ledger without authorization. Private engagements are not named, and their contents are not published, unless the client authorizes it.
• The white-label lens carries the same discipline. A client’s brand may sit on the lens; the sourcing, evidence labels, and corrections process underneath are the desk’s and are non-negotiable.
• Engagements are conflict-checked at intake. Where a private engagement would compromise a public finding — or the reverse — the desk declines or discloses.
• No motive is attributed to anyone, client or not. The desk reports what the record shows and labels what it cannot verify.

What the desk does not do

The desk does not lobby, does not represent bidders or applicants before public bodies, does not endorse candidates or projects, and does not provide legal, investment, tax, appraisal, or election advice. Where a client needs advocacy, the desk’s role ends at the verified record.
